The possibility is intriguing, yet the cost would be absorbed by the taxpayers. Although access would be "free" the mobile carriers and other product makers would probably tack on a new user fee and the government a new user fee tax for each product. So although accessing is free the user will be paying upfront fees.
The problem would be control and the ability of the NSA to sift through everything. If it is government controlled they could shut it down in the name of national security or shut down sections of it. The arrival of Big Brother would also drive the other providers to either abandon Wi-Fi or they would just fill in niche areas like the dead spots in the network and charge high prices.
