It is actually at 13% if you combine the polls, however it is terrible.

It is also a split Congress, so it is a Democratic and a Republican issue.

Of course, each state and district will give a better approval rating for their guy, and that is the problem.

Then he needs to say House of Reps. Not Congress. Congress is both house and senate.

Actually, the poll shows how extremely incompetent and out of touch BOTH parties are with the American voter. Nothing gets done, no willingness to compromise and it's party over country and these clowns don't care! Both parties together have made it almost impossible to be challenged by third parties.
Republican and Democrat voters should be ashamed of themselves. They swallow the Kool-Aid repeatedly and goose-step to the voting booth to keep on electing the most worthless Congress in American history.

Congress is the House and Senate, not just the House. Seems you need to brush up on your civics class. Or maybe you haven't taken it yet.
 
Watch the approval of the Senate go up while the House continues its downward spiral. The Senate actually worked together drafting legislation to reach a bipartisan deal...the House, not so much.

You knuckleheads do realize that Congress is made up of both Democrats and Republicans don't you? For those who have not figured that out yet when you talk about Congressional approval ratings your talking about the group as a whole not just one party you may now return to the partisan silliness.I have addition for the OP who used RCP in another thread to cite a Rasmussen poll that showed Obama with a 50% approval rating well it now shows Obama with 47% approve and 51% disapprove and the overall RCP average for Obama is 45.6% approve 49.4% disapprove the OP will of course dismiss this as he already admitted he does that when the polls don't support him in his previous Rasmussen thread but some other's might find it interesting.
