C. unrealistic rules protecting federal workers from being terminatedIf we have mediocre government employees it is because we WANTED mediocre government. Therefore we cut salaries, thus not attracting any but mediocre employees.
You don't set salary based on what you have - you set it on the basis of what you want.
This is just capitalism. Every corporation knows this stuff.
We have mediocre government employees because of A. a lack of accountability to the public and B. affirmative action hiring.
It is a common misconception that federal employees can not be terminated. You just need to have your ducks in a row to do so
