The definition of socialism hasn't changed. Those European parties with "socialist" in their name isn't describing what system they have, it's describing the system they trying to establish.
You're confusing socialism with social programs. None of those countries you're referring to (I guess you're thinking of Germany, Denmark, Sweden, etc) are socialist countries, they just have strong social safety nets.
AOC being elected for Congress as self describing socialist (and member od Democratic Socialists of America) doesn't mean we are socialist country, although the socialism is exactly where AOC wants us to be.
