Yeah, they sure hooked up the Biden's good on that deal. It still wont save them from bribery charges, or money laundering (there are thousands of counts on that charge alone), failing to register as a foreign agent, racketeering, obstruction, among some other possible crimes that could even include human trafficking. Things are going to go downhill quick for the Bidens once Joe loses the White House.

Nobody wants to "rely on a questionaire" in the sense that they think it guarantees that nobody ever buys a gun who shouldn't. It's a way to screen out some would-be gun purchasers who are not in a good place to be buying guns.
