The post office isn't underfunded. It operates at profit. The budget problem they run into has to do with the Congressional mandate that they prepay future employee benefits not yet due and payable, which is what throws them into the red.

Actually no he can't. It takes two people to initiate a nuclear attack. The POTUS is only one of those two people. The Secretary of Defense is the other person. If the Secretary is unavailable, his assistant Sec. has to be in on it, so the POTUS needs one of the other 2 to agree with him.
