No it's not. The mob was organized, armed, and the event was well planned and coordinated. It came within seconds of succeeding in the quest to get their hands on Congressional Leaders, and the Vice President.
There appears to have been a well coordinated effort at the Pentagon to keep the National Guard from coming to the Capitol, for nearly 5 hours after the first call for help came out, even though the Guard was on alert, and should have been able to roll within minutes of that call. Units from Baltimore arrived at the Capitol before the DC National Guard.

Not until you find out exactly what happened. You have a House Sergeant of Arms and a Senate Sergeant of Arms. Then the Capitol are controlled by another group.
