The price of a house will go for what people are willing to spend on it. They're willing to spend more to live in California than they are to live in, say, Mississippi. Some people are not willing to spend as much, and are hence leaving to locations where they can afford to purchase a house. Hence the people leaving.

That's not policies, that's just economics. Name brand cereal sells for more than generic cereal. Ferraris sell for more than Toyotas.
