The problem with the police is the same problem we have with every pother aspect of our country, the liberals got involved.
In the olden days we had larges males, some of them former thugs, who weren't scared of everybody.
The liberals got involved, especially because these are unions jobs now, and they decided that needed to change the face of the police departments, so they started hiring all kinds of people who should have never become cops.
The liberals now advertise the police department as a "diverse" employer, and promote salary and pensions.
In Los Angeles they were actually trying to recruit college students who had no intention of becoming police officers. They would say they wanted to be a doctor and the police department would tell them to be a cop as they continued their studies. They would offer them the life long pension after 20 years.
In small towns, the police department is also job security.

1) The people they hire are scared sht, and never should have been police.
2) The training of the police department says "hey! if someone is uncompliant , and you feel threatened, shoot until you unload your magazine"
This is why we always hear about people being shot 20 times, that's how they're trained.
As a member of the union , they have an elevated status in our society.
A public defender will tell you to plead guilty, but the police have a police union that will claim innocence until the bitter end, and a legal system that will back them.
If you want to fix the police departments , you need to
1) Cut the left-wing BS and hire people who belong on the department.
2) Change the training procedures that tell them to shoot first, and plead not-guilty later.
