He never worked for the IRS before becoming its head. He wouldn't know the nuts and bolts of audits. I got us flagged one time. The lady who did my family's taxes for ever retired and sold her business and the new owner wouldn't do business returns and we didn't find out until too late to find anybody else to do them, so I did them the day they were due and totally screwed up the payroll portion because the bookkeeper wasn't breaking things apart correctly and I just reported based on what I was given. There was no difference as far as tax liabilities. It was just a matter of supplying one additional document from the payroll company and getting everything in the proper categories.
