The informant is the only one that actually had any allegations of influence peddling and corruption.

The bank records have no such content.

A loan is not considered taxable income.
Even if you make gifts to another family member who is not your spouse, a friend, or a business associate, they are not taxable under federal guidelines, until their cumulative value exceeds $15,000 (for 2021).

The loan is not a gift because it is paid back. The only portion that would be considered a gift is the interest that he didn’t charge. That amount is far less than $15k.
