Not true, and Capital Punishment is legal and effective. To be even more effective, there should be a statuary limit on the time frame allowed for an appeal. Two years is sufficient. That limit would begin on the day the sentence is pronounced. Those on death row would be allowed a minimum of two years from the date of their sentencing.

Capital Punishment is NOT legalized murder. It is the killing of someone who is incapable of being a useful part of society and has committed such a horrific murder as to be incomprehensible to a normal person.
