Amendments require 3/4s of the State Legislatures, not the people. An individual State Legislatures can ALLOW the residents of its State to vote to determine how a State Legislature will go with a particular amendment. But the people aren't any direct part of the process. The power resides with the State legislatures and its the State Legislatures' vote that determine passage or failure.

You're still dealing with representative democracy.

The Puerto Rico Supreme Court decision affirmed that persons born in Puerto Rico and persons subject to their jurisdiction are citizens of Puerto Rico under the Commonwealth of Puerto Rico Constitution.

Puerto Ricans ARE Puerto Rican citizens. And US citizens.
