The US poverty level in the US is currently $11,888. The marker for welfare is 140% of the poverty threshold. Meaning of course you can (were talking a single person here) earn $11,888 * 140% or $16643 per year and still qualify for welfare.
There are 2080 hours in a work year . A little simple math tells us that anyone making $8 an hour or LESS as a single person qualifies for welfare. And that is before any allowable deductions they make to adjust your income. I believe last I read it works out to about $.70 per hour , so that if you are making $8.70 per hour or less and working full time you can still qualify for welfare.
Making your remarks about minimum wage workers completely null and void since we are not talking about JUST minimum wage workers here. We're talking about almost every adult worker who is currently earning <$10 an hour.
