An EMP is nothing more than a conventional nuclear explosion set off 80-120 miles above the earth's surface. Presumably they have some sort of ability to launch nuclear missiles but their ICBM's are not the kind we think of that can sit in a silo for extended periods on a hair trigger. It's kind of a stupid threat. If they can set off an EMP attack they can explode the warhead on the surface.
