The director was wrong to usurp the Attorney General's authority on July 5, 2016, and announce his conclusion that the case should be closed without prosecution. It is not the function of the Director to make such an announcement. At most, the Director should have said the FBI had completed its investigation and presented its findings to federal prosecutors.

He was convinced that it wasn't enough of an issue that it was worth replacing McGhan and no one was fired. The investigation continued and no obstruction occurred. Trump's feelings are not actuall cause dummy. It actually has be a serious, legitamate cause given that Mueller's assignment was widely supported by both Republicans and Democrats.

And obstruction NEED NOT BE SUCCESSFUL for it to be obstruction. From that charge's perspective it absolutely does not matter if McGahn carried out the order.

As Trump was the ultimate authority, his feelings did matter. A conflict is always a legitimate cause if it is going to prevent a fair investigation.

At most, the Director should have said the FBI had completed its investigation and presented its findings to federal prosecutors.
