You obviously haven't a clue the definition of American Exceptionalism.
Or you don't. American expectionalism is not the richest people in the world get everything. Expectionalism is where all citizens have the best standard of living. That includes education, healthcare, a good paying job and affordable non-durable goods. We don't have that anymore.
Government can help regulate it, they are not going to create all jobs but all of our jobs are dependent on the government. Think about it:
Small business restaurant owners are able to purchase food at cheaper prices thanks to farm subsides that are able to subsides farmers income which means cheaper food for all.
Small Businesses now don't have to be on the hook for their retired worker's healthcare cost because of Medicare.
Construction companies are able to get jobs by building infrastrure by the government.
And plenty of other examples.
The point is that while government is not the sole employer and will never be, it does facilitate private business for the greater good. Without Government, we become Somolia.
Oh who am I kidding, teabaggers go to Somolia, its a very nice place. None of that stupid government in the way.

That implies that you believe at one point small businesses were somehow required to offer employees retirement benefits.....How about you produce such a regulation ever existed.
Dependency on government is what the the political Left needs to have in order to grow the size of government and increase the number of entitlements and transfer payments.
Government should put back in it's cage. First we have to shrink the size of the federal government. Too much bureaucracy, too many employees making too much money and drawing benefits the private sector can only dream of.
