That's the partisan blind spot to the whole proposal, there's no silver bullet, each states regulatory regime will need to be examined in detail and specifics for each state or group of states will need to be spelled out in any federal legislation designed to destroy protectionist barriers, which means;
1. It will be a bitch and a half to pass, since lobbyists and special interests will be descending from all over the place in attempt to hollow it out piecemeal
2. It will face endless court challenges.

A better approach would be persuasion and public pressure, this has already worked in several states that have voluntarily agreed to facilitate interstate competition in their geographic region. (The Great Lakes area States come to mind).

Any insurance company is certainly able to abide by a State's regulation to sell insurance.

That's a fantasy; regulatory regimes in many states were specifically designed to protect specific companie(s) within their state borders from external competition, so yeah theoretically anybody can come in and sell insurance but the costs of compliance would be prohibitive because in effect regulation tailored to the operations of certain incumbents.

I agree. And the ironic thing is we are now coming around on the issue of healthcare for all Americans to roughly where the mainstream gop was before the Tea Party and Price was one of the original Tea Partiers, but to be fair, he may just have disliked Obamacare.

There is a certain gamble. We have to assume for whatever amount that is set for premium support (call it X$) is enough that the HC industry will provide basic care for preventative and the ordinary incidents associated with life, like breaking legs and stuff. And then we have to assume that the high risk pools will have enough money in them to cover the very sick.
