Obama would not be President after the upcoming election, thus McConnell held the nomination for the next President
When Ginsburg';s seat came up, Trump was up for re-election, and so was not in the same position as Obama. Thus, the confirmation.

I showed you McConnell's ACTUAL words. In 2016, he plainly said the people should decide what president they wanted to appoint the next judge when it was an election year. Full stop.

He did a full 180 in 2020.
