Original classification authority does not speak to the authority to declassify any of the documents found and the paragraph you point out has absolutely nothing to do with declassification authority either. You can contend that the documents in question had passed the time threshold and are now not classified but that is nothing but a bald faced assertion. One that is not likely at all. You could also contend that Biden was the originator of the classification and therefore had the authority to declassify them but that is yet another bald assed assertion that is extremely unlikely. If that were the case Biden would have said so when the documents were first discovered. There is zero chance no one checked to see if that was the case and that Biden had actually declassified them.

Trump was authorized to declassify and remove documents from the White House as President, the VP doesn't have that authority. Any unauthorized person removing classified or secret information from the White House committed a felony.
