If police records (or most, from my understanding) are a matter of public record, why should 911 calls be any different?

Maybe they should be withheld before a trial, according to the police chief's discretion?

I would imagine that one would want court/police records to be publicly accessible so that the police and courts can be monitored and scrutinized if needed.
