The FBI has traditionally not said anything about ongoing investigations, and especially before an election. Comey broke with that when he announced he was reopening an investigation shortly before Election Day. That could very well have thrown the election to Trump, we will never know. The investigation turned up nothing in the end.

When DoJ FBI investigation is opened and ongoing, we don’t know if any crimes were committed or if any charges will be leveled. Everyone is presumed innocent. When this is in an election year, and the investigation concerns candidates, blabbing before the facts are known and the investigation is concluded could influence an election. Why should they do that?

He notified the FBI who were slow on picking up the laptop. And then kept the information secret....(he didn't know that it was being deliberately suppressed and the FBI wasn't talking)
