You are looking at the theory like its chaos or something. It isnt.

In theory it isn't in reality it is.
No one can make any laws or codes of conduct that can be enforced in any way.

The second any laws are codified you no longer have an anarchy.
 
Rules dont make a community. People do.
People make a community with rules. Without some type of legislative body and the means to enforce that legislation, there is no community order. Only chaos. A mob. You have no property rights, including usage rights, without a government to protect those rights. Anyone can take your land or home, or do whatever they want, at the expense of your happiness, health, and even your life, if there are no rules in your community. Your neighbor can party every day, up to 4 am, and not let you sleep. When you tell him to quiet down, he tells you to F-OFF. Without a government, you can't call the police. There are no rules in your community or authorities to protect you, your family, and your property.
