Wrong. Failure to levy sufficient revenue to pay for the spending is what causes deficits. PAYGO required any new spending be offset either by higher taxes to pay for it, or cutting somewhere else to offset it. It also required any tax cut to be offset by spending cuts.

It's an elegantly simple and efficient mandate, which is probably why Republicans hated it.
