Changes to the waiver rules were done by Bush, not Obama. All Obama did was extent the Bush waiver in the ARRA. Obama DID make a temporary increase in the BENEFIT RATE, which is a money change NOT a time limit change.

There you go again with the USDA. Why can't you show the ARRA changing the ABAWD waiver, because it didn't. Waiving the 3/36 time limit goes back to BUSH!!!!! Obama's ARRA stimulus extended Bush's 2008 waiver. Bush modified the waiver rules to allow states to suspend the 3/36 time limit in 2004.

Subsequent to the December 1996 waiver guidance package, we implemented final rules regarding the 3-month time limit for ABAWD participation in the Food Stamp Program. 7 CFR 273.24(f) allows FNS to waive the 3-month time limit for able-bodied adults who reside in an area that:

(1) Has an unemployment rate which exceeds 10 percent; or
(2) Does not have a sufficient number of jobs to provide employment for the individuals.

The proof that the change to the 3/36 time limit was not in the ARRA. It was changed by BUSH when he modified the waiver rules in 2004. He then granted waivers to 46 states and DC in 2008 and Obama extended those waivers in the ARRA. Obama made no chan ges to the Bush waiver rules in the ARRA which is why you can't post the exact words FROM the ARRA. You know you are lying and yet you continue to lie.
