Come on. Trump U was a scandal or Trump wouldn't have paid $25,000,000.00 to make it go away. Trump Foundation is uncertified and illegal, that's why it's received a cease and desist order from the NY Attorney General. The 75 lawsuits are real. There are court documents.

Yet only one foundation has caught the attention worthy enough for an ongoing FBI investigation. It would appear working as secretary and state while your foundation continues to receive donations from certain unpopular foreign leaders, who you happen to coincidentally also have had discussions with, is enough to raise a few eyebrows of some federal investigators. Although liberal media sources were quick to invent some allegations of their own between Russia and the Trump Foundation, but the FBI apparently didn't trust the sources behind those allegations.

Nothing spoken of Trump has elevated to the level and seriousness of handling government documents, to which we know more about Hillary's emails than any other secretary who has taken her position, or something that evidently appears shady concerning commitment to foreign donors while "supposedly" representing our government's interests.

So with a political black eye, liberals will be elevating anything Trump does as a scandal. Perhaps you can use how much he tips his doorman as a scandal if you are so desperate for one.
