Oddly, a case on the process of carrying out a presidential directive has already been answered by the supreme court a along time ago. And they long ago said that Presidential orders aren't in effect until the process is completed.

Actually there's a statutory deadline. A president can no longer retain documents after his term ends.
Everything (see presidential records act) upon the end of his presidency becomes the property of the government, and is transferred to the National Archives.
