Interesting. Appears to be from June of 2016. I could not find anything from 2019 or of course 2020 since this is only day 2. I guess they were taking the drought pretty serious limiting to 55 gallons a day. I remember when military logistics tables called for 35 gallons water, ice and fluids combined for troops in the field per man per day. I remember spending some time at a Luftwaffe base near Kitzigen, Germany. Really nice facilities, but all the sinks and showers had the automatic timers to shut the water off, so you had to keep hitting the button to get through a shower or even shave. Other than that, some of the best quarters I ever had.

As far as I could find searching the internet, there are no new water restriction that went into effect in California yesterday. I think you are referring to restrictions that were to go into effect after the 2016 drought. I though last winter put their reservoirs at high levels not seen in last 10 years. Glad I don't liver there, none the less. If I missed it, point me to it.

The Asian guy said a load of laundry takes 40 to 50 gallons of water.

If you have a High Efficiency washer, they use about 20 gallons. Some use even less.

So I look at the bill, and I think that Play is technically correct.

The bill levies a fee against the municipality that fails to comply, not the individual end user.

However, that's where things get fuzzy. How is the municipality supposed to recoup the cost?

Assuming that the per capita cap, is fined per person that violates the cap.... this would effectively force the utilities to either A: Charge a higher price to absolutely a much higher price, to cover the cost of the fees for those who break the cap.... or B: They would have to charge each person that violates the cap individually.

This is a classic governmental move. The people in government themselves, with their cushy government jobs, don't want to take the hate for passing fines onto the public. So what they did was, they fined the utilities, and effectively.... you figure out how to force people to use less water!

Government does this all the time.

Somehow this cost has to land on the end users. Because it doesn't matter what the utility does, if the end user keep the water running.

The cost has to be passed on to the consumer.
So while Play is technically correct, that the bill doesn't directly target the end user, in the end all fines have to be passed on.

This is like Healthcare. "We'll make the companies pay for it!"... yeah, and where do they get the money? From employees and customers. All costs have to be passed on.

watering lawns and washing cars are regulated. You can’t water your grass between 8-6pm when conservation is active in your area and you can’t wash your car unless your hose has a stop nozzle.

While I've never been there, I have relatives that lived in Florida for several years. They don't drink the water there. They use bottled water for drinking and cooking. The only thing they use tap water for is to take a shower and do laundry.

Living at the largest fresh water supply in the world, I just can't fathom living like that. Yes, water is pricy, but seldom have we ever worried about not enough of it. In fact now, Lake Erie is 40 inches above normal.

tje water system is much more complicated. Cali already has the highest water costs in the nation. Prices do fluctuate based on supply and also usage. And there are tremendous efforts to help with education and conservation. Our local water company even subsidized and gave away cisterns
