2. People will reduce their usage in relation to cost.
3. As the prices goes up, alternative sources of water will end up cost effective.

This is exactly what we saw with oil in 2006-2008.
tje water system is much more complicated. Cali already has the highest water costs in the nation. Prices do fluctuate based on supply and also usage. And there are tremendous efforts to help with education and conservation. Our local water company even subsidized and gave away cisterns

Right now, Israel is pioneering new technologies to increase the cost effectiveness of desalination.

However, as things are, it isn't practical. As the price goes up, and technology brings the costs down, water from the ocean will be perfectly usable in the future.
 
Because Earth is running out of water? Boy, these leftwingers are all about the science.
Another reason to build a wall... in this case, around Kalipornia... and then the other states can stop diverting their own water to that pesthole.

Haha... desal is great. But you obviously have no clue what you’re talking about when it comes to implementation. I have multiple family members that work for the nations largest water company. They’ve been constructing desal plants for years. They are a great water sources but they don’t create an immediate solution... costs are too high

im not justifying it, it is a huge problem, I agree with you. We need to implement better ways to yield crops without using so much water. We also need better ways to store and transfer water

But that piece didn't say how the government could monitor your water usage per day. I don't know about Commiefornia, but over here, they read the meter once a month.


With smart meters they can monitor daily usage, hell my water softener tells me my average daily usage but I'm on a well.

im not justifying it, it is a huge problem, I agree with you. We need to implement better ways to yield crops without using so much water. We also need better ways to store and transfer water

Reduce water usage for crops..... without raising the price of water.

Price itself, is the factor that causes people to act more efficiently.

Even then, eventually the crops that require tons of water, simply should not be grown in California. You can do all the efficiency stuff you want, but in the end if the crop require tons of water, and California doesn't have tons of water, they need not be grown there.
