As shown by the votes themselves, segregationist policies had support in both parties. Around 20% of the Republican party voted to maintain segregation and deny voting rights compared to the 40% of the Democratic party. What the actual claim is is that the shift of southern white racists from being mostly Democratic voters to mostly Republican ones happened gradually over time for most of the last half of the last century.
