California has some of the most strict gun control laws in the country. How would additional laws have prevented this catastrophe?

It's going on ten years since the jihad major opened fire on his own troops. At least the Ca. shooter did the right thing and killed himself because there is no death penalty in the people's republic of California and democrats probably would consider him rehabilitated in a decade.
