He might be and have been. And he might know of units of German companies that were spared layoffs. BUt I doubt he knows hundreds of German engineers.
It is all irrelevant anyway, comparing economies of two countries during a downturn like that.

You're right that those are the rules in Germany, you're wrong when you say it's working out for them and they are fine with them.
