Wrong. That was a case-specific determination made by the court relative to an appointment.Please read Marbury v Madison. It says you're absolutely wrong.
The case was important for more than just Supreme Court review. They said the presidential act wasn't effective until the ministerial acts were completed.
And as the ministerial acts were not completed. The presidents act was null and void.
Just like a Congressionally passed Act becomes a law the very instant a President signs it, so too, a Presidential determination that a classified document is declassified is effective upon his say so.
You may continue to bluster and puff all you wish. But you’re still wrong. Mere ministerial acts go to issues of things like “notice.” They don’t go to issues about when an Executive determination is official.
