Many cultures get attacked, but have had much of their culture adopted and reassigned. Such as Africans, Arabs, Persians, Latin Americans, ect.

Of course, no culture can own abstract social constructs. Hip hop and techno originated from the black community for example, but that is not to say that black people are the only ones allowed to make that kind of music.
