Actually government and higher education have a symbiotic relationship.
Those in government keep reducing interest rates on college loans so students can afford ever increasing tuition rates and higher amounts of debt that will enslave them for the rest of their lives. In return, higher education produces a bunch of left winged socialists who keep voting for the powers that enslave them.
It's bad enough having a task master, but imagine being so ignorant that you vote for him ever few years. Eventually you just turn into Detroit I reckon.
Walker is breaking this cycle by moving the universities out of the the control of the state, placing a freeze on tuition, and a freeze on the budgets of the universities.
I know socialist and Soros are lying that this is a cut - it is a cut to the proposed increase.

The baseline scam also exists in many states, and no less a Democrat than New York Governor Andrew Cuomo denounced it in 2011 as a "sham" and "deceptive." He wrote in the New York Post that state spending was "dictated by hundreds of rates and formulas that are marbleized throughout New York State laws that govern different programs—formulas that have been built into the law over decades, without regard to fiscal realities, performance or accountability." Then he proceeded to continue baseline budgeting.
In Washington, Democrats designed this system to make it easier to defend annual spending increases and to portray any reduction in the baseline as a spending "cut." Chris Wallace called Timothy Geithner on this "gimmick" on "Fox News Sunday" this week, only to have the Treasury Secretary insist it's real.}
Review Outlook The Budget Baseline Con - WSJ
The 13% "cut" by Walker is a cut of INCREASE in funding. The schools will get 13% less than the INCREASED amount the asked for, not 13% less than they got this year.
