Why does the black community, generally, vote Democrat?

Cities like Detroit, Chicago, Philadelphia, etc etc etc historically poverty stricken inner city areas that vote historically Democrat...why?

People like Robert Byrd (D - W Va) calling blacks the "N" word on the Senate floor dozens of times all the way up to the present administration stating that it is illegal to remove party identifiers on ballets because most blacks arent smart enough to know who to vote for.
