It was never the plan to send Covid patients to these ships, because they couldn't isolate them. The plan was to send non-covid patients there, but no doctor was going to send his patient to a ship that lacked the personnel to take care of their patient. That's a lawsuit waiting to happen.

Except no doctor wanted to send his non-Covid patient to a hospital ship where they weren't equipped to treat other chronic or long-term diseases.

which is why these ships remained mostly empty.

But it was a good publicity stunt, which is all a cheap reality TV rodeo clown is capable of. Actual policy is hard work.
