What's the purpose of it, after you have already registered?

You should have to have it in order to register. AND again to vote. Th
"purpose" would be to keep foreigners from voting in our elections. Our elections should be determined by Americans, and no one else.

In word only. When they do something to provide proof of citizenship requirements for voting, they will have done that in deed also.
