I believe you are wrong on that one -- there was commerce and trade before there was government.

Government's main function is property (which includes commerce and trade) -- Property is a giant umbrella concept that includes your land, livestock, home, boundaries (state and international) copyright, patent, wealth, marriage, family, children... and 1000 other things . Government's job is to draw lines and enforce those lines, arbitrate disputes when lines are crossed. It is the collective defining and maintaining of property.
