Tax rates are not uniform over all the money you make.
When someone says they want a tax rate like 52% on everyone making over $29,000/year, that means if you $31,200, then you only make $2,200 that would fall under the 52% rate.
The first $29,000/year would still be at the old tax rates, whatever that is.

But Bernie never said he wanted to raise the tax rate on income over $29,000/year to 52%.
Bernie was talking about the MAXIMUM tax rate on those making millions/year.
Right now, the average for those making millions, is only 20% capital gains rate.
