It seems obvious to me. In this particular instance the race based concern was interjected into the matter when it was conceived that minority owned businesses play a role in the construction of the replacement bridge. I highly doubt it is whites that are volunteering to excluded themselves.
When the bridge collapsed, six construction workers fell to their deaths. They were six Latino immigrant workers: Alejandro Hernandez Fuentes, Dorlian Ronial Castillo Cabrera, Maynor Yassir Suazo Sandoval, Miguel Luna, Jose Mynor Lopez and Carlos Hernandez. The OP article dealt with the hiring practices in the construction industry where immigrant labor has been preferred over America's own black workers.
