Not only did the democrats give American's the finger, they toyed with and used the Daca people as well. Quite a few in Daca were upset over this betrayal. Democrats had no desire to secure the border because they thought they had a political advantage. Now, it is rinse and repeat. Screw over those in Daca a second time, and refuse to protect Americans. We can disagree about whether money was upfront, or how much would ever become available, but I'm going to bet democrats didn't even touch the other three requirements.
