Yep. For two reasons.

1 Kevlar vests have gone from a rare luxury in the 70's and 80s....to standard issue now. They save a few hundred cops per year. Better equipment and training means fewer deaths. It's why America loses fewer troops now in war. Equipment and training.

2 Cops disengaging. More cops are saying fuck it and not confronting criminals like you. Which is why violence is spiking in big cities.
