This is not a case under Federal Civil Law, this is a case under New York State Civil Laws which are different than Federal.

If you mean a lender or insurance company, nope - not in New York. The law specifically empowers the Attorney General to file suit in cases of persistent fraud or illegal activity when conducting business.
