When regs went into effect that stores accepting Food Stamps had to offer fresh produce, our mini marts put a bunch of bananas or a basket of apples by the front register and called it good.

You can buy most anything edible with Food Stamps, including potato chips, candy bars and Coke. But not prepared foods ready to eat, like the mini mart's pizza by the slice or tuna salad sandwiches. You can buy a frozen burrito, though, and heat it up in their microwave.

Why do people think that "turning it over to the states" is going to be some great solution to everyone's problems? You will pay for it either way. There are enough poor people and elderly people on SNAP that every state will feed its poor.

A) Because, though it might be somewhat inconvenient, you can move to a different state - one that has policies more to your liking. States that decide to crank up taxes to finance generous welfare programs will tend to attract poor people, and risk losing wealthier people. If that goes on for long, the state goes bust. There's a more immediate incentive for states to spend taxpayer money effectively.

B) Because it's closer to the taxpayers who are financing these problems. State budget's aren't as "abstract" as the federal budget. They can't hide expensive programs in a ginormous budget that no one can track.
