Identifying information is part of every mail in ballot. Usually a signature on the envelope.

The identifying information is recorded when the ballot comes in to make sure they're on the local voting rolls and that no other vote in that name has come in.

The identifying information is removed when the ballot is pulled from the envelope....with the ballot counted anonymously.
