Sure it does. The outgoing president during a time when his party is seeking a third term does indeed play a role in all of this.

See: Eisenhower 1959, Nixon lost in 1960 / Clinton 1999, Gore lost in 2000 / Bush 2007, McCain lost in 2008.

Also, Reagan 1987, Bush won in 1988.
