It was the soil of South Carolina, you fucking imbecile. If the U.S. government purchases a piece of land in Mexico, that doesn't then become "the soil of the United States." Ft Sumter was U.S. property, but it was South Carolina territory, which had every right to determine whether foreign troops were allowed to occupy it or not.
