This particular portion is a reference to the British practice of kidnapping American sailors and mercenaries (hirelings), and impressing them into the British Navy to fight against Americans, on punishment of execution. The stanza continues "And the star-spangled banner in triumph doth wave; O'er the land of the free and the home of the brave." Which is to say that America triumphed over the aforementioned evils.
