They spend there days preparing, senarios, understand communities and preparing those communities... But what they now know is that different communities have to be treated differently during an emergency... Some can evacuate, some can't, some won't... Knowing the challenges before hand is how they work...

Sorry but everyone line up there and we can do a Triage of resources is a very basic on their level..
